I’ll be brief - I threw a fresh coat of black paint on my winter wheels (which were rust-colored due to rust) and now the wheels are blacker than the 3-year-old snow tires mounted on them. Any suggestions to get the tires black again (but not shiny!) in a way that will actually last / not turn brown?

whatever you use, put it on, let it set, and wipe it off. just no armor all

While I’ve read that “black magic ruined it”, so I can’t vouch for it recently, I used to use:

It’s not a shine product, just a cleaner. And yes, it works on blackwalls as well as white walls.

I have a bottle of bleche-white that I usually use on white letters / stripes. Certainly worth considering since it’s within a couple feet of the tires already!

Get a good degreaser and stiff nylon brush, spray on and scrub (not too hard that you damage the tyre wall) and rinse, repeat till the water running off is clear and then either allow to dry or dry with a microfibre drying towel and then dress.
Bare in mind the brown colour that eventually appears on the tyre wall is a rubber protectant leeching out (which it’s designed to do) which inhibits the rubber breaking down in the sun’s UV rays.
For a tyre dressing I use Gtechniq T1. It’s non glossy (but you can increase the gloss by adding another coat after a few minutes), long lasting, helps to protect from UV breakdown and crucially has no fling off when driving.

I’m amazed ArmorAll still exist. Their products are awful, greasy static causing, generally just awful.
